To sustain the impetus, Libya is already mid-way through its short-term plan to raise its oil production from the 2006 level of 1.6 million b/d to 2 million b/d by 2010, with longer-term ambitions to raise it to 3 million b/d by 2015.

In order to achieve these objectives Libya estimates that it will need to attract US$30 billion foreign direct investment in the petroleum sector – in the upstream and downstream as well as in refining and petrochemicals.
